Der Film soll der achte Film im DC Extended Universe (DCEU) sein und wird von Cathy Yan nach einem Drehbuch von Christina Hodson inszeniert. Das Ensemble besteht aus Margot Robbie, Mary Elizabeth Winstead, Jurnee Smollett-Bell, Rosie Pérez, Chris Messina, Ella Jay Basco, Ali Wong und Ewan McGregor. Birds of Prey folgt Harley Quinn, als sie sich mit Black Canary, der Jägerin und Renee Montoya zusammenschließt, um Cassandra Cain vor Gotham Citys Verbrechenslord Black Mask zu retten.

Robbie, der auch als Produzent fungiert, stellte Warner Bros. Pictures 2015 die Idee für Birds of Prey vor. Der Film wurde im Mai 2016 angekündigt. Die Hauptfotografie dauerte von Januar bis April 2019 und fand in Teilen in Downtown Los Angeles statt des Arts District, Los Angeles, und Soundstages in den Warner Bros. Studios, Burbank in Burbank, Kalifornien.
